D'où provient le déclin de la participation électorale ?

Le déclin du taux de participation aux quatre dernières élections fédérales au Québec, qui est passé de 77 % à 60 % (y compris les bulletins rejetés le 28 juin dernier), a fait couler beaucoup d'encre. Des chercheurs et des observateurs en attribuent la raison tantôt à l'apathie des jeunes, tantôt à la désaffection des partisans. Qu'en est-il réellement?

First of all, let me state up front that I believe many leaders and politicians have had “to learn how not to be good” (Machiavelli, The Prince), and then done wrong, in order to succeed in their respective fields or situations. This however does not imply by any means that such leaders were faced with equally compelling moral choices, nor that they chose wisely.
